I don’t really get the saving bread thing. Did they donate their extra flour to the war effort?

The flour was used for troop provisions. A second challenge was that farmers were conscripted, so less grain was being grown. A third challenge was that several battles took place in the geographic regions that were used to grow grain, further decreasing the supply. Different era… Wow.
